BLACK clearance grants access to information the holder is, by formal designation, the only person authorized to access. This is the operative paradox of the highest civilian clearance tier in the Omnitech-K framework: authorization is meaningful only because the authorized population is small. Expanding the population would, in itself, dilute the authorization.
This transmission addresses the question Citizens with intermediate-tier clearances most frequently ask: what is BLACK clearance, where did it come from, and how did the current five-tier clearance system replace the prior three-tier system in 2038? The Historical Records Division has compiled the working file.
The Pre-2038 Three-Tier System
Before 2038, Omnitech-K operated a three-tier clearance system inherited, in its essential structure, from the Synapse Compliance Services acquisition of 2027. The three tiers were:
The three-tier system had, by 2037, become functionally insufficient. RED, the highest tier, granted access to too many distinct compartments to be operationally meaningful; the Division's internal reviews repeatedly flagged the issue.
The 2038 Restructuring
The 2038 restructuring split the prior RED tier into three new tiers — BLACK, OMEGA, and a renamed RED — and added a more accessible AMBER variant. The current five-tier system has, with minor revisions, operated since.

What BLACK Specifically Grants
BLACK clearance grants access to four specific information categories that GREEN and AMBER citizens do not have. The Division acknowledges that the existence of the categories is itself, technically, classified; we list them here under standing Division publication policy.
- The Classified product catalog. Products marked Restricted on the Dark Pleasure Circuits™ storefront are, in fact, BLACK-clearance gated. Citizens without BLACK clearance see the Restricted designation but do not see the product specifications.
- The Project HUMAN-PLUS working materials. Internal research program documentation, including partial trial data, recruitment correspondence, and outcome assessments.
- The Audit Subcommittee's internal deliberation records. The reasoning behind tier reclassifications, reversal-protocol approvals, and Voluntary Participation Clause adjudications.
- The Compliance Architecture meta-documentation. The framework documents that describe how other framework documents are produced and revised. Rarely useful operationally; structurally important.
How BLACK Is Granted (and Why It Is Rarely Granted)
BLACK clearance is granted exclusively by direct OMEGA-tier authorization. The Audit Subcommittee does not grant BLACK; the Reversal Subcommittee does not grant BLACK; no committee with general-population membership grants BLACK. The grant requires a single OMEGA-holder's signature.
Three operational consequences follow from this structure:
- BLACK is rarely granted. Approximately 4-7 new BLACK clearances are issued per year, network-wide. The number has been stable since the 2038 restructuring.
- BLACK is granted personally, not procedurally. Each grant reflects a specific OMEGA-holder's judgment. There is no formal application process. Citizens hoping to receive BLACK clearance should not, in our experience, file paperwork.
- BLACK is rarely revoked. The historical record contains only seventeen documented BLACK revocations since 2038. The Division does not, formally, characterize the cases; they are documented under separate Archive files.
